asked the Secretary of State for War whether he will consider the advisability of setting up in the Army, for the benefit of non-commissioned officers and men, similar machinery to that which exists in the Navy for the representation of the legitimate claims and grievances of the lower deck?

Mr. WALSH

No, Sir. One of the duties that is performed by all officers is the superintendence of the welfare of the rank and file. The existing procedure for the redress of any individual grievance under Section 43 of the Army Act has worked satisfactorily. I am not aware of any dissatisfaction with the procedure, and I see no reason to change the system.
