§ Mr. HARTSHORNThe telegraph facilities at Leicester are similar to those provided at other towns of comparable size, and I have no evidence that the 1911W present practice of ceasing delivery of telegrams by messenger after 10 p.m. causes any appreciable public inconvenience. The cost of extending the delivery service throughout the night would be out of all proportion to the number of persons likely to be benefited, and I regret, therefore, that I should not be justified in authorising such an extension.
