asked the Secretary of State for Foreign Affairs whether he is now in a position to make a statement upon the negotiations taking place between His Majesty's Government and the Italian Government on the question of Jubaland; and whether these terms are being first submitted for comment to the Government of Kenya Colony?

My right hon. Friend has asked me to answer this question. The Jubaland Convention has been signed and a suitable opportunity will be taken, prior to its ratification, to introduce in this House a Bill authorising the cession of that part of His Majesty's Dominions which is covered by the Convention. A full statement will then be made. The terms of the proposed transfer have been discussed with successive Governors during several years, and no alteration of substantial importance was made in the final negotiations with the representatives of the Italian Government.
