asked the President of the Board of Education on what grounds a junior official in the person of a deputy-keeper has been appointed to the directorship of the Victoria and Albert Museum; and what reasons existed for passing over the keeper of the textiles, who is the senior keeper in the museum and whose distinguished record would appear eminently to have qualified him for the directorship?

My right hon. Friend has selected for the post the person whom he believes, after considerable inquiry and the most careful consideration, to be best qualified for it. Xo one appreciates more highly than he does the eminent services of the other officer referred to. It is, I think, very unusual that a Minister should be asked to state in this House the particular considerations which guided him in selecting or not selecting a particular officer for promotion.
