§ The PRIME MINISTERThere is no obligation on the part of any Power signatory to the Washington Treaty to communicate to the other Powers concerned any particulars or details of new construction except as regards capital ships and aircraft carriers. With regard to the second part of the question, there is no reason to believe that the design of this cruiser has been materially altered.
