asked the Financial Secretary to the Treasury whether he is aware that the authorities for the repayment of Income Tax in forwarding repayment orders state (Leaflet R. 254) that, in the interests of economy and security, the system of issuing Post Office money orders in repayment of Income Tax has been discontinued; and whether he will take steps to secure the withdrawal of this leaflet?

The leaflet referred to has been issued with repayment orders in order to explain a change which it became necessary to introduce in the method of making repayments of Income Tax, namely, the use of cheques in lieu of money orders. The object of the change was economy and security, and this result has been obtained without friction or inconvenience to the public. If I am right in understanding my hon. Friend to desire a reversion to the old system of using money orders, I could not for the reasons above stated comply with his suggestion.
