§ Mr. PONSONBYIt has been decided after careful consideration that no representatives of private bodies should take part directly in the forthcoming Anglo-Russian negotiations which will be between the two Governments, but I shall be glad to give careful consideration to any expression of views on the part of such bodies which they may be good enough to offer in the meantime.
