asked the Home Secretary whether the composition of the special constabulary in Northern Ireland, for the maintenance of which the House of Commons is asked to vote £1,500,000, complies in its composition of Catholics and Protestants with the Irish agreement of 30th March, 1922, submitted to the House on 30th March, 1922?

The details of the recruitment and management of the special constabulary are a matter for which the Government of Northern Ireland is entirely responsible. I understand, however, that the arrangement to which the hon. Member refers, and which, if I am correctly informed, related only to the composition of the special constabulary in certain restricted areas in the City of Belfast, has never been carried into effect inasmuch as the Advisory Committee, which was an essential feature of the arrangement dissolved in June last without having completed its functions.
