Allocations from the fund are made by the Miners' Welfare Committee, of which Lord Chelmsford is chairman. In allocating money for local 68W by statute to the miners' welfare funds, the total amounts of grants paid, and the net amount credited to the district funds and still unspent; and will he accelerate the adoption of welfare schemes, so that this fund can be utilised for improving mining areas and reducing Unemployment?
§ Lieut.-Colonel LANE-FOXThe following figures show as at 28th February last (a) the sums representing that portion of the total contributions from each district which, under the Act, must be allocated for local purposes (with interest added up to 31st December), (b) the allocations made for local purposes, (c) the sums paid out and (d) the net credit remaining:
purposes the Committee naturally act as a general rule upon the advice and recommendation of the district welfare committees. Actual payment of the sums allocated is made as and when it is required by the persons responsible for carrying out the scheme. There may have been some delay in the adoption of welfare schemes during the earlier period 69W during which the fund has existed, but clearly it was desirable that the objects on which the money should be spent and the system upon which its allocation should proceed should be fully considered before allocations were actually recommended or made, and I am satisfied that the usefulness of this fund is becoming more and more generally recognised and that the interest which is now being taken in it will be reflected during the present year in a large increase in the allocations.
