The earlier statistics show the passengers who left the United Kingdom and the passengers who entered it, these passengers consisting not only of migrants, but also of business people, tourists, etc. The average excess of British passengers outward to non-European countries over British passengers inward from such countries during the years 1909 to 1913 was about 230,000 per annum, a figure which is inclusive of the net movement from Ireland. The records for the years 1919 and 1920 were seriously affected by the repatriation of persons who had been in this country for purposes connected with the War, and are, therefore, not comparable with the figures given above. There is some reason for believing that the figures given in the above table for the year ending 31st March, 1913, include an important number of persons incorrectly described as having been permanently resident in Great Britain.
