JOYNSON-HICKSTo meet representations received from various quarters, my predecessor decided to extend the latest time for posting halfpenny packets for the night mails from 3.30 p.m. to 4.30 p.m. generally. In some places it has teen found possible to fix the hour a little later. I could not sanction any further 1907W extension of time without relinquishing administrative benefits and substantial savings.
