§ Mr. FISHERIt is impossible for me to answer the first part of the question, which relates to facts largely outside the field of education. As regards the second part of the question, the information at my disposal, which is not all complete or up to date, shows that there is considerable variety of practice, and no general statement can be safely made on the subject. But any information in the possession of the Board's office of special inquiries and reports as to the practice in foreign countries is entirely at the hon. Member's disposal.
