Captain TERRELLasked the Chancellor of the Exchequer whether he is aware that the consideration of the financial business of the House would be greatly facilitated by the issue to Members in advance of memoranda dealing with the various Votes; and whether, since it would facilitate the progress of public business and avoid delays, he will consider the practicability of adopting this course?
Mr. YOUNGI do not think this is a necessary course. A memorandum is always prefixed to the Civil Service Estimates which gives the information required for the purposes indicated.
