§ Mr. CHURCHILLIn the Straits Settlements, in common with practically all Colonies and Protectorates which are in the Postal Union, increased postal rates have been introduced, following upon the decisions embodied in the Convention of Madrid of 30th November, 1920. Such increases, however necessary, must always be unwelcome, but I am not aware that they have evoked any special opposition in the Straits Settlements.
