§ Mr. BALDWINNo second reduction is now being enforced. In making the reduction decided upon in August last it was provided, in the interests of the staff, that to the extent of one half its operation should be postponed till the 1st instant. As regards the last part of the question, I would refer the right hon. Member to my reply to a similar question put by the hon. Member for Bedwelty (Mr. C. Edwards) on Wednesday, 29th November last.
