Mr. ALFRED DAVIES (Clitheroe)

asked the Minister of Labour what ruling the courts of referees, acting under the Unemployment Insurance Act, have given in respect of applications for unemployment benefit made by ex-service men who, being unable to follow their pre-War employment, and who with the assistance of the Civil Liabilities Commissioners started small businesses, but owing to the sustained depression in trade, have been compelled to give up such businesses?

Such men, if claiming in respect of contributions paid by them, would ordinarily be entitled to unemployment benefit. If they claim under Section 3 of the Unemployment Insurance Act, 1921, without payment of contributions, they have to satisfy the local employment committee that they are normally engaged in insurable employment. The decision must depend on the facts of the particular case.
