asked the Home Secretary if his attention has been called to the friction caused by the action of his Department, in interfering with the administration of the local police forces throughout the country by insisting, under threat of withdrawal of a grant, on a standard rate of increase of salaries, bonuses, and allowances for the forces, in addition to the recommendations contained in Lord Desborough's Report on police service; and whether he can see his way to leave this matter to Watch and Standing Joint Committees, especially in view of the fact that Parliament has no control over the administration of county and borough police forces?
