asked the Minister of Health whether under the Rent Restriction Act owners of certain houses in Bournemouth are not allowed to receive sufficient in rent to cover ground rent, rates, taxes, cost of renewals, repairs, etc., to the property; and whether, in such cases where an actual annual loss is shown, steps can in future be taken to compel the superior landlord on taking possession of the property at the expiration of the lease to pay for the buildings and improvements which he takes over at valuation?
