asked the Chief Secretary whether, in the burning of houses owned by persons of rebel sympathies in Ireland, the description of rebel sympathies is applied only to persons who are proved to have participated in outrage, or whether it is also applied to persons who entertain a political belief in an Irish Republic but confine their activities to peaceful and legal methods of securing their political aspirations?

In this connection, persons of rebel sympathies may be taken as meaning persons whose known sympathy with the rebel cause gives moral support and encouragement to those who actually take part in murder and the commission of other crimes of violence against members of the Crown forces and against loyal subjects of the Crown.
