§ Mr. MORISONThe rules for prisons in Scotland, including those referred to by my hon. and gallant Friend, can be altered without legislation. My right hon. Friend has at present in contemplation a general revision of these rules, and the suggestion contained in the question will2086W be considered along with other possible amendments.
