asked the Secretary of State for War if he is yet in a position to state why it took four months for the agreed claim between Captain Pilcher, War Department land agent at Chichester, and Mr. Everall, of West-bourne, near Emsworth, of £2,000 for compensation for reinstatement in respect of land taken for the Southbourne aerodrome to reach the War Office?

The acceptance form was sent to Mr. Everall on 1st September, 1920, but was not returned by him until 14th October. Captain Pilcher was very hard pressed with work at the time, but offered on 25th November and again on 2nd December to obtain an advance of £1,000 on account of the claim. Mr. Everall, however, refused to sign the forms necessary for these payments.
