asked the Postmaster-General whether he is aware that a surcharge is being imposed upon telephone subscribers, not only in the case of new subscribers taking over existing installations, but also in the cases of business reconstructions where no alterations whatever in the existing installations have been necessitated by the change; and by whose authority this is being done?

Surcharges were abolished as from 10th of January. Formerly it was the practice, in order to maintain equality of treatment, to impose the surcharge applicable to new subscribers in cases of reconstruction of a business if a substantial change of ownership was involved.
