asked the Minister of Health whether, with a view to the prevention of insanity, he will encourage by every means in his power the initiation of hostels or sanatoria for the benefit of those early cases of loss of mental balance which have not reached a stage where certification is necessary, and that such hostels shall be run on a purely hospital footing, free from detention in any form, and from the stigma associated with any connection with lunacy administration?

The course suggested by the hon. and gallant Member would require legislation. The whole question of providing further facilities for incipient mental cases is at present under consideration.
