§ Mr. MONTAGUI find it difficult to understand what my hon. Friend has in mind. There is nothing in India which should be described as repression. Action has been taken to prevent civil disturbances and to put a stop to breaches of public order, in nearly every case by means of prosecution for offences against the ordinary law.
