§ Mr. CHURCHILLIt was intended that the new Legislative Council of Uganda should contain three nominated unofficial members of whom two should be Europeans and one an Indian, but the Indian community have refused to avail themselves of this representation. Until they show themselves willing to co-operate in the work of the Council on the lines laid down, I am advised that it would not be desirable to increase their representation, and that such increase would not be justified on a comparison of the European and Indian interests involved.
