§ The PRIME MINISTERThe answer to the first part of the question is in the negative. The second part, therefore, does not arise. It was not considered advisable to fetter the British Delegates with any instructions on this difficult question. They have full freedom of action, subject to such consultation with His Majesty's Government as they may think necessary.
