asked the Secretary for Scotland if he is aware that deep-rooted anxiety and unrest exists throughout Shetland owing to the failure of the Government to enforce the unanimous recommendations for the Scottish Fishery Board, namely, that whaling should no longer be permitted in Shetland?

My right hon. Friend the Secretary for Scotland has received communications in the sense indicated by my hon. Friend. The recommendations to which my hon. Friend refers could not receive effect without legislation, in regard to which I would beg to refer him to the reply given to the hon. Member for Banffshire (Mr. Barry) on the 9th March.
