Mr. PERKINS

asked the Secretary of State for India whether his attention has been drawn to the fact that the correspondence columns of the "Pioneer" newspaper of Allahabad have for some time past been filled regularly with letters setting forth in bitter terms the various grievances felt by the British civil and military officers of the different services in India; and, if so, whether he proposes to take any steps to remove these grievances?

I have seen the letters published in the paper referred to from individual officers. Following on the Report of the Royal Commission on the Public Services in India, improvements in the conditions of the chief civil services have already been introduced after the fullest consideration, and improvement has also been made in the position of Army officers. Officers who consider their interests to be adversely affected even after the introduction of these improvements are free to represent their cases through the usual channels. I am aware that in some cases this is being done.
