asked the President of the Board of Education whether the Board will reconsider its Regulation which raises the rate limit for necessitous areas from 2s. 3d. to 4s., on the grounds that the local authorities had based their rate for the coming year on the assumption that the limit would remain at 2s 3d.; that the proposed increase is excessive, and that no satisfactory reason has been advanced for such increase; and whether, in the event of it being impossible to reduce the 4s. limit to 2s. 3d., it will be possible to reduce it to 3s. for the present financial year?
