Mr. HARMSWORTHLord Milner saw all the gentlemen named in the question, and had every opportunity of learning their views. It is not correct to say that they referred him to Zagloul Pasha, but they certainly expressed the view that Zagloul Pasha was in a special degree representative of Egyptian opinion.
