asked the Chancellor of the Exchequer under what circumstances did the Committee of Trustees of the National Gallery report in 1916 that it was inadvisable to legislate on the lines of the Italian law for the restriction or prohibition of the export of works of art from this country; was such Report made upon the invitation of the Government, or how came it into being; what is its date; and has it been published, and when?

The Committee was appointed on the 14th November, 1911, by the Trustees of the National Gallery, on their own initiative, but with the approval of His Majesty's Government. The Report was presented to Parliament on the 10th April, 1915 [Cd. 7878]; and I would refer my hon. and learned Friend to paragraphs I and III of Part II of the Report, which deals with the advisability of legislation on the lines of the Italian law.
