§ Mr. NEALIn order to give effect to the general settlement agreed upon in January it has been necessary to work out, in conjunction with the men's representatives, a great many details such as1318W the classification of stations, and this has occasioned some delay. Rapid progress has been made with this work and it is hoped that it may be completed at an early date.
