Major ENTWISTLE asked the Lord Privy Seal whether it is the intention of the Government to adhere strictly to the article of the covenant of the League of Nations, which provides for equal oppor- tunities for the trade and commerce of all members of the League in mandated territories; and, if so, whether a commercial undertaking is not a subject for the League of Nations?

Mr. BONAR LAW: The answer to the first part of the question is in the affirmative, so far as territories to which the fifth paragraph of Article 23 of the Covenant is applicable. The question whether a commercial agreement is or is not a proper subject for the consideration of the League of Nations must depend on the circumstances of the particular case.
