asked the Secretary of State for War whether he is now in a position to state when the Army Council Instruction dealing with the grant of a special medal to pre-war Territorials who undertook overseas obligation at the beginning of the War may be expected, in view of more than six months having elapsed since, on 1st May, be stated that the Army Council was in favour of such a medal?
