MR. ROWLANDS

asked the Minister of Health whether he is aware that the housing scheme of the Bexley District Urban Council is held up, as the council wish to be assured that under no circumstances will the local rates have to bear any portion of the loss which may be involved in the housing scheme in excess of the stipulated penny rate, and that the council will not be required to charge rents which the tenants are unable to pay; and will he inquire into the matter?

Dr. ADDISON

I am aware that the progress of the housing scheme of the Bexley Urban District Council is being retarded by uneasiness on the part of the council as to their financial liabilities. The council have been assured that, provided that the regulations are complied with, under no circumstances will the local rates have to bear any proportion of the loss on the scheme in excess of the produce of a 1d. rate. It will be the duty of the council to secure the best rent reasonably obtainable, and in the event of a dispute between the Ministry of Health and the local authority on this point the matter will be referred to an independent arbitrator for decision.

asked the Minister of Health whether, in the event of the Bexley District Urban Council being unable to raise a loan locally to meet the cost of the housing scheme, will the Government provide the money?
