asked the Chancellor of the Exchequer whether, under Temporary (Reconstruction) Regulations for the selection of Class I. clerks in the Home Civil Service, consideration is given to the claims of applicants who may not fulfil the condition as to whole-time education up to the age of eighteen, but who are possessors of a university degree which may fairly be taken as more than equivalent to the condition referred to; whether he is aware that it is a common practice in Scotland for pupils to obtain the leaving certificate at an earlier age than eighteen, to spend a year or two at business, and thereafter to take a university course; and whether he will take such steps as are necessary to prevent applicants who have followed such procedure from being unduly penalised under the Temporary (Reconstruction) Regulations?.
