Mr. LAMBERT

asked the President of the Board of Trade whether he has assigned to the British Electrical and Allied Manufacturers' Association the privilege of granting or rejecting licences for the importation of electrical devices and equipment for use in British factories; whether licences to import the Autocall system were freely granted during the War and arc now being refused by this Association; and whether it is the policy of his Majesty's Government to refuse to British manufacturers the right of employing in their factories time- and labour-saving devices procurable from abroad but not maunfactured here?

Bulk licences are issued by the Board of Trade to the Association referred to for the importation of specified classes of articles up to specified amounts, and the association distributes the licences among importers, whether members of the association or not, but any individual has the right to make independent application for a licence. The impor- tation of Autocall telephone apparatus is not at present prohibited. Examination of the decisions already published will show that no articles are refused admission if they are required for manufacture in this country and are unprocurable here.
