  1. 8. No candidate will be eligible unless he be a natural-born British subject born within the United Kingdom or one of the self-governing Dominions, of parents also born within those territories, except when the circumstances are such as to justify a departure from the general rule, in which case he can be allowed to compete by special permission of the Secretary of State.
  2. 9. Candidates should fill in the enclosed application form, and return it, together with their reports (see 4), to the Private Secretary at the Foreign Office.
