asked the Minister of Health whether the building of all houses within a local authority's area under the housing scheme is subject to the supervision of that local authority; and, if so, to what extent?

Dr. ADDISON

The local authority has, of coarse, full responsibility in respect of houses erected under a scheme promoted by the local authority. But every builder of houses would be required to submit plans to the local authority, assuming that the authority have in force by-laws of the ordinary type. The exact degree of supervision called for in these cases to enable the local authority to be assured that the substantive clauses of the by-laws are complied with, as well as the conditions required by the Ministry in the case of houses assisted by subsidy, must obviously vary with the requirements of these clauses. As my hon. and gallant Friend will remember, Sections 24 and 25 of the Housing and Town Planning Act of this year provide for the relaxation of by-laws in certain cases.
