asked the Minister of Labour whether he is aware that the minimum wage of 65s. for a forty-eight-hour week, as fixed by the trade board for the bootmaking trade, is not being paid in institutions such as the Weston Training School, Leamington, and the Bishop Chadwick Industrial School, Car- lisle; and whether he can take action to secure the observance of the trade board conditions in all such institutions?

My attention has not been drawn to this case. As a matter of general principle, I am advised that minimum rates fixed under the Trade Boards are only applicable in cases where work is performed by way of trade and there is a contract or arrangement which establishes the relationship of employer and employed. I will, however, make inquiry in this case, and will communicate with the hon. Member as soon as possible.
