asked the Secretary of State for War whether men returning from field service should be supplied with all deficiencies of clothing and kit; and will he inquire why so many men who have been detailed from Mesopotamia to Poona in November, 1918, to clear up the field accounts of the troops have been unable to get these supplies as, after sending in their list and waiting several weeks for a reply, they are told they cannot be supplied as they are attached to the Accounts Department and are not actually in the depot?

The general rule laid down to meet war conditions was as given in the first part of the question. As regards the second, the Secretary of State for India has no information, but will inquire.
