Mr. WATERSON

asked the Secretary to the Treasury whether he intends calling a conference with the union representing the unestablished messengers and all other classes on similar scales of pay to consider the question of merging war bonuses into a new minimum rate of pay; whether he is aware that this question is causing unrest among the men concerned; and whether he will take steps to remedy this state of affairs by calling a conference as suggested?

Pending the establishment of Whitley joint bodies for the administrative Departments, I think that it would be premature to summon a conference of the nature suggested. The hon. Member will no doubt realise that the question of merging war bonus in permanent pay is a general one which cannot usefully be considered from the point of view of a particular grade of Civil servant.
