§ Mr. BALDWINPending the establishment of Whitley joint bodies for the administrative Departments, I think that it would be premature to summon a conference of the nature suggested. The hon. Member will no doubt realise that the question of merging war bonus in permanent pay is a general one which cannot usefully be considered from the point of view of a particular grade of Civil servant.
