asked the Secretary of State for War whether, in view of the fact that so many of the officers of the new Regular Army have risen from the ranks, it will be made possible for married officers to live out of barracks and draw full allowances and be exempt from mess charges and other expenses connected with the mode of living which was customary among Regular officers of the old Army, who generally had private incomes?
