asked the Under-Secretary of State for War why an embargo is laid upon the transmission by post to the United States of America of Parliamentary publications and reports of proceedings in this House, except under conditions which apply to neutral countries?

The Order made by the Army Council under Defence of the Realm Regulation 24 B, a copy of which has already been supplied to my hon. Friend, provides that printed matter may not be dispatched to any foreign destination without a permit. The Order was made with a view to facilitating the control of postal packets purporting to contain printed matter.
