§ Dr. ADDISONThe negotiations referred to have been completed, and there was no disposition on the part of those concerned with the negotiations to suggest that personal claims entered into the important matters under consideration. The second part of the question does not, therefore, arise, and I am not in a position to make any statement in regard to the third.
