Mr. COCHRANE

asked the President of the Board of Trade whether it is intended that some arrangement shall be made by which the widows and dependants of seamen of the mercantile marine, who may be entitled to compensation under the Board of Trade scheme administered by the War Risks Association, may receive a weekly allowance pending a decision; and whether he is aware that the delay in making the award is causing hardship and unnecessary suffering?

Every effort is made to settle the amount of the pensions and allowances under the compensation scheme as soon as possible after the casualty, and it is the practice to grant a temporary pension when the amount of the final pension cannot at once be determined. If the hon. Member will give me particulars of any case in which it is thought that there has been avoidable delay in making an award, I will look into the matter.
