asked the President of the Board of Trade whether the Paper Controller is empowered to inquire into the purposes for which paper is to be used, and to refuse to sanction the supply of it if, in his opinion, the proposed usage is against the public interest, or for any other reason?

The Paper Controller does not control the uses to which all paper shall be put, but steps have been taken to secure that the available supplies shall be equitably distributed by manufacturers, merchants and importers among their customers, and that demands for purposes of national importance are given priority over other demands.
