§ Mr. MUNROMeasures have already been taken to facilitate the establishment of nursery schools in Scotland, and I do not consider it necessary to introduce into the Education (Scotland) Bill any special provisions relating to this matter. The Local Government Board for Scotland have taken power to encourage the local 1229W authorities to include in their schemes of maternity and child welfare nursery schools and other similar institutions for the day care of children under the age of five. The local authority—that is, the town council or the district committee, as the case may be—will receive from the Local Government Board a Grant equal 1230W to half pf their outlay on any such institutions included in an approved scheme, and it is understood that when the children are of an age to profit by initiatory school lessons, these will be given by a teacher whose qualifications for the purpose are approved by the Scottish Education Department.
