§ Sir WILLIAM COLLINSasked the Secretary of State for Foreign Affairs if he will state which of the forty-four Powers which have signed the International Opium Convention of 1912 have now ratified the Convention and which have not; and which of the Powers that have ratified the Convention have, in addition, signed the special protocol opened at The Hague in July, 1914, with a view to putting the Convention into force?
Mr. BALFOURAs far as His Majesty's Government are aware, the position in regard to this Convention has not altered since March 8th, 1917, when a similar question by the hon. Member was answered.
