§ Sir J. REMNANTasked the President of the Board of Trade if the Royal Commission on Paper consists of three gentlemen connected with the manufacture of paper, three associated with newspapers, three publishers, and one printer, together with the chairman and deputy-chairman; and if, in view of the fact that this Commission has now ceased to be a purely expert body and is administering a Paper Restriction (Posters and Circulars) Order which imposes restrictions upon certain classes of paper users, he will take steps to secure adequate representation upon the Commission of the interests so restricted, particularly as six out of the ton ordinary members represent interests competing with the restricted interests for paper and advertisements?
§ Mr. WARDLEI understand that the private interests of the members of the Commission are substantially as stated in the question, but it is not to be assumed that the members represent only those interests with which they are in business most closely associated. Full consideration has been given from time to time, and will be given again, if and when need arises, to the points raised in the question. I am of opinion that the present representation has been fully adequate for the proper discharge of the duties with which the Commission was entrusted. In view of the necessity of economising in imports, the whole question of paper control is at present receiving most careful attention.
